RSA, DVLA and related law
Official texts this product is written against
This is not every RSA circular or DVLA leaflet. It is the statutes, regulations and agency guides that match what Fleet Ready records: daily walkaround, defects, NCT or CVRT, motor tax, licence, CPC, and drivers’ hours. Links go to the Irish Statute Book, EUR-Lex, legislation.gov.uk, RSA and GOV.UK. This page is not legal advice and does not replace a transport manager.
Britain: DVLA runs registration, vehicle tax and driving licences. DVSA runs MOT, operator compliance and the daily walkaround standard. Both are listed.
Ireland · RSA
- Road Safety Authority — the Irish agency for commercial vehicle roadworthiness, NCT policy, CPC and professional drivers.
- Road Safety Authority (Commercial Vehicle Roadworthiness) Act 2012 — keep CVR vehicles roadworthy, rectify defects, keep records (section 30).
- S.I. No. 348/2013 — Vehicle Maintenance and Repair Regulations — walkaround before a public road (reg. 8), defect report, suitably qualified person, electronic records for at least two years (reg. 10). This is the daily check and the defect trail.
- S.I. No. 347/2013 — Vehicle Testing (No. 2) Regulations — compulsory CVRT tests and the certificate of roadworthiness.
- Road Traffic Act 1961 — parent Act for construction, use, testing and driving licences.
- S.I. No. 415/2017 — National Car Test Regulations — NCT due dates and certificates for cars and light vehicles (as amended).
- Finance (Excise Duties) (Vehicles) Act 1952 — motor tax licence. Registration sits on Finance Act 1992 s.131; the national vehicle file on Finance Act 1993 s.60.
- Check My Vehicle — public lookup the desk uses for make, model, tax, NCT or CVRT. It is a government service, not a separate Act.
- S.I. No. 537/2006 — Licensing of Drivers Regulations — Irish driving licences. The desk does not log into NDLS. The driver sends the Driver Statement PDF from ndls.ie; that file is stored on the driver.
- S.I. No. 359/2008 — Driver CPC Regulations — professional driver qualification, as amended by S.I. No. 594/2025.

Britain · DVSA and operator licensing
Daily walkaround, MOT and “fit and serviceable” are DVSA and the traffic commissioner, not DVLA.
EU · hours and tachograph
These apply in Ireland as EU law and in Britain as retained / assimilated law. The desk reminds; it does not replace a VU download.
Fleet Ready stores records and reminders. It does not issue a CVRT or MOT certificate, grant an operator licence, or stand in for independent legal advice. The Seat Agreement says the same.
